The Renters Reform Bill is the most significant package of changes to the private rental sector in over 40 years, aiming to provide greater security and stability for more than 11 million private renters. And clarify the system for 2.3 million landlords.
Millions of people in England live day in, day out with the knowledge that they and their families could be uprooted from their home, friends and communities with little notice.
My casework is full of anguished parents being made homeless through no fault of their own or forced to move miles away from their kids’ schools and support networks. Of young people being served section 21 notices, unable to afford a one bed flat on their own or the money for another deposit. And families waiting months for help with much needed repairs.
Reform cannot come quickly enough. In 2024 it is unacceptable that a safe, warm and stable roof over your head is out of reach for so many.
Our Renters Reform Bill will transform the sector and give renters the security and stability they need so they can stay in their homes for longer, build lives in their communities, and avoid the risk of homelessness.
The Bill will abolish section 21 evictions and provide new safeguards for tenants, giving them more time to find a home if landlords evict to move in or sell. It will simplify the tenancy model and provide stronger protections against backdoor eviction by ensuring tenants are able to challenge above-market rent hikes designed purely to force them out.
We will also for the first time apply the Decent Homes Standard to the private rented sector to give renters safer, better value homes and remove the blight of poor-quality homes in our community.
We will make it illegal for landlords and agents to discriminate against tenants in receipt of benefits or with children –to ensure everyone is treated fairly when looking for a place to live.
